The whine is most likely a pulley - either the serpentine belt or AC belt idler, or possibly the alternator or PS pump. Bad harmonic balancers don't whine - they squeal, and there is NO mistaking the difference.
Locating a noise is hard, and even harder over the 'net. I recommend you take a couple of feet of hose - heater or garden hose - and hold one end to your ear while you move the other around the engine compartment. This makes for a great stethescope. Or, you can buy an cheap automotive stethescope at Pep Boys. Just watch out for those rotating parts. I've had to replace both serpentine and A/C belt idlers in the past. I've never had a bad alternator pulley, but they do happen.
If you do need a new idler, buy one mailorder from one of the places that advertise on this BB. The dealer wanted $70 for an idler I got for about $15 mail order.
The oil weepage from the crank area is most probably a worn main seal, with the next possibility being the oil-pump O-ring. Both DIY jobs. However,. neither one would cause a whine.
At idle, you've got the highest vacuum, so it would make sense that if a hose was going to collapse, it would be then. That's a sign of an old hose. I doubt you've got anything special when it comes to vacuum, because the engine wouldn't run if the vacuum were too high. Replace the hose.
Your car takes the -005 AMM. Yes, it's the same as in some 900's . As long as it has the same dash number (-005), it'll work. Other ones won't work, but they will fit - don't use them! Stick with the -005 and you'll be fine. How do I know? I've got an '88 and have had to replace the AMM.
