I've pegged the speedometer and the car "felt" like it was continuing to go faster, but I don't know what the limiter is set to in a '98 CSE auto.
I have the Garrett turbo (which is smaller than the Aero Mistsu), and yes, it does bottom out at the high-end. Even though I could tell the car was going faster than the pegged-speedo, it was taking more engine effort to do it, as opposed to almost-instantaneous 0 to 135 mph that I get!!!!!! This is where the Garrett loses to the Mitsu...
