Car drivers are authorized to reach high speeds on highways. It's legal as long as they use the extreme left part of the highway/freeway/speedway. To achieve that, they also have to respect security rules ( distance between cars, etc ... ).
But in the city limits, over speeding is absolutely non tolerate ( if I can remember, the limit is
50 km/hour ) and extremely and severely punished.
It may go from a heavy ticket to pay, a jail sentence or the retreat of the driver's license ( for a few months or, worse, for ever ).
I don't wanna be part in your precise problem nor be a judge, but, in general, I tend to agree with the fact that, in city limits, no one should be able to go over 60 km/hour in usual streets.
And, for the residential parts of the streets or in the neighborhood of schools, hospitals, the speed limit of 30 km/hour is a good one.
I am a paramedic/firefighter volunteer ... and daily I am facing guys who do think they control
their cars in every situation, in any neighborhood at any speed.
What about human beings having to meet the heavy and so powerful front of a 9000 Saab at
60 km/hour ?
They'll have to face severe injuries in the best, death in the worst. So, maybe the families of those victims will think about those drivers in the same terms you use about this cop :
a god damned fascist driver thinking about his unique pleasure of pushing his engine in the city limits ... thinking about nothing else but him.
