I felt ill when I read your post and I would be just as pissed off. Having seen the condition of my Aero wheels when clamp weights were used I insisted upon sticky weights which are applied on the underside of my new 17x7.5's. I would begin by speaking with the manager or owner, but he'll probably just be defensive and that'll go no where. I have fantasized many times about taking shoddy businessmen to small claims for personal retribution, but have always backed off thinking it would be more trouble than it's worth, but that doesn't mean someone shouldn't! If you were lucky enough to pay by credit call your card company and issue a charge back.
I'm sure your wheels are easily repaired with a bit of rubbing compound and some touch up paint.
