'92 low boost problem update

Well I've checked out most of my system and here is the update. The problem I have with my '92 with TCS is that it does not develop full boost. It gets up to around base boost (maybe a little above) and that's all. I did remove the wastegate line to check the turbo and a careful drive produced full boost up to the almost up to the red before I backed off. I have replaced the APC valve which was bad, the relay next to the battery which was bad, checked all vacuum lines and replaced any that are suspect. I did change plugs with the standard NGKs. I have checked for error codes and the only one is a lean oxygen sensor which I will replace.
I'm at the end of any ideas of where to go. With TCS I cannot do a max boost calibration because of the TCS by jumping the throttle switch. I do have access to a Tech2 at my indy. I have not found a description of how to do a max boost calibration using tech2. Any help or advice would be greatly appreciated.
