Prolly a Bypass vavle. My 88 9kt turbo would dip at idle. To check the bypass valve, pull of the vacuum hose that is on the front "nipple" of the bypass valve. Pull the end off from the y connecter near the fire wall, just follow the hose from the front of the BPV to the back. Suck on this hose and if you get suction your BPV is good, if not then its bad.
Also, get some throttle body cleaner and clean the Throttle body/plate.
One more thing. The AIC valve. Its in front of the intake manifold it has an electrical connector on it and some (2?) vaccuum hoses. Pull this off and clean the inside with some throttle body cleaner or the like. Put everything back and you should be good to go..
One of those should take care of your problem.
