Haven't had a freezing problem so far. And in my experience there is no wait. At least on the C900. It may be different in the 9K. On my 84, the driver's side gets fluid first, and even without a check valve it's right there. But I haven't experimented on my 9K.
Agree that a wait on the highway at 70 would not be good, but I tend to use my washers a lot anyway, so I rarely encounter a sudden need to clear the glass.
