Hi Steve,
Did you try manually shifting it to 1, 2, or 3rd gear? Does it behave the same? If the same, there is an adjustment( trans break )at the front trans valve cover. You can try that. But if it is shifting past 1, 2, 3rd to 4th gear directly ( with that rev ) then it could be the governor seals which need to be checked and replaced. The governor has 2 rubber seals and a piston ring which builds up pressure to be converted to gear shifts. Update the BB so we could guide you more if it sounds governor problem.
