All turbo-charged Saab's have a blow-off valve, or more specifically, a bypass valve.
A blow-off valve is the term used for a valve that allows the extra boost to be released into the atmosphere directly from the valve (also called an atmospheric valve or "hooter" valve, for the "hoot" sound it makes when releasing the boost).
A bypass valve does the same thing, only that it diverts the air to the intake airbox (where the air filter is), and releases the boost there (also called a diverter valve, very little sound is heard from these, usually a "whoosh").
The oem style for Saab's are of the diaphragm type. There are also piston-style ones (Forge, Hyperboost from Stratmosphere), and both function the same, but the piston-style lasts practically forever, whereas the diaphragm style rips over time and/or from too much boost (if you've modified the engine).
As for the Aero question, CSE and Aero 9000's have exact same engine, but the stick Aero has a larger turbo (Mitsubishi TD-04 vs Garrett T25) and different software in the ECU. There are differences in suspension and body between the two models (though the '98 model year has the same suspension and wheel rims as an Aero), but the engine and tranny are the same between the two models (CSE and auto-Aero = 200 hp, stick Aero = 225).
