Reverse isn't the lowest gear of all, it's between the first and the second. First is the lowest gear.
Makes sense because you'll never have to start with a trailer on a steep hill in reverse, but in forst you cvould have to. Besides, you'll have to do fast reversing sometimes, so a longish reverse can help.
