Earlier 9000s had their MCs bolted to the firewall, inside the aquarium, with the piston shaft poking down to the pedals. Newer ones like yours have the MC mounted to the pedal bracket and have a return spring on this same bracket.
Can't speculate on the "out of place" description you give, but the goop may be new or old clutch fluid that's leaked out.
If a MC is working properly, then the spring pressure on the clutch fingers will bring it most of the way to the top. The return spring is there to ensure that the disengaged clutch does not "ride" the throwout bearing.
Your symptoms of sunken pedal indicate either the classic "replace me" MC condition, or perhaps a bad slave cylinder. It is possible that your return spring is the issue, however, if after springing the pedal back up you have a nice firm clutch stroke and it does what it's supposed to do every time, save getting stuck in the depressed position.
