First of all, a bypass valve ("dump valve") recirculates excess boost back into the intake while a blow off valve will do the opposite and release it to the atmosphere. All 9000's (and pretty much all Saab's for that matter if I'm not mistaken) use bypass valves. If I were you, I'd keep the stock one until it fails, then either go with the Bosch heavy duty one, or get a billet bpv such as a Forge or Hyperboost. I've got a Forge on my car currently, functions flawlessly, will never fail, and only needs to be cleaned every 10,000 miles or so.
As for a different air intake, I simply removed the stock airbox and have a metal pipe extending the intake tube into the fender with an open JR air filter on the end. You won't notice a huge difference in performance, mostly just more turbo noise.
