First, unscrew the base from the car body and assuming the cable is broken it should pull effortlessly out of the motor. If the antenna is stuck in the down position you will likely need to activate the motor to raise the antenna, pulling up at the same time as the radio is switched on, as the broken cable may be jammed up in the motor.
Compare the old with the new mast, and if the old cable is shorter there is a piece of the old mast remaining in the motor, in which case you'll need to remove and disassemble it to retrieve the fragment. Frankly, unless your motor is bad (not likely since you can hear it) I can't imagine the antenna not working unless the cable is broken, so I would assume this to be the case.
To install the new mast, make sure the radio is still on, face the teeth of the cable forward, and push it into the hole 'til it bottoms out. Then turn off the radio, which will retract the cable by pulling the antenna down. When it stops, screw the base back in and you're done.
I've purchased two on Ebay (eeuroparts.com, I think), and they have clear instructions. It is much easier to have another person help (one to activate the radio and one to hold the mast), but I've never done it the easy way. Doing it alone will increase the risk of the mast scratching something as it moves unattended, as it is flopping around and unsecured at that point.
