One time (I think about 10 years ago) my scanner manage to nail the problem by displaying the right fault code, just kidding.
Well, maybe not, but the TCS computer (ETS) is not that accurate with nailing the faultcodes.
If you have the very latest ETS computer, P/N 4300539, that one is more sofisticated than the one that was installed from factory. That's why I have a new one in the shop that I can plug in and "maybe" help me narrow down the causes of problems by displaying another faultcode.
If the faultcode is "solid", comes back right away after resetting, you can always test the pedal sensor by the use of ISAT.
If you enter command code 207 on the ISAT you can test the pedal safety switch.
Command code 208 test the throttle body safety switch.
Command code 279 gives you the throttle body travel
Command code 27A shows the accelerator pedal travel
It's easier to use the newer Tech 2 scanner since it have the command codes built into the system and is easier to use.
If you don't have it already I recommend that you buy the TCS book from Saab, P/N 360461 $13.00
At least check and see if they still sell it.
