The Seiko AC compressor has 3 shims which can be removed one at a time to close the gap between the clutch and the compressor. On my 1993 Aero the AC would work ok if I was moving but would seem to fail if the car was stopped.
I removed one of the three shims and now have AC even while idling in traffic.
It is very easy to do and there is a procedure online.

You can also search 'AC shim' or 'shim' and read up a little. Not sure this is your problem, but a good cheap thing to try. -AMG
