Presuming the new BPC is good, you may have to perform an adaptation run. Do a search on 'adaptation' and you'll figure it out. I think Townsend's and Quasi's sites document the procedure.

You can also disconnect the 'W' hose off the BPC to confirm you can boost into the red (don't blow it out...just a test). Double-check your wastegate setting while you're at it.

When in doubt, throw a 3" downpipe into the mix...highest performance bang for the buck based on my readings of this forum.
