If the wastegate is sticking open then there's no way you'd make any boost. Happened to me on both of my turbo Saab's. Also I don't think the turbo would fail if the wastegate was open (or anything else for that matter) The car would likely run very rich but I don't think that would cause internal damage (other than possible deposits everywhere).

Without leaking or disappearing oil/coolant I would think the head gasket is intact, tho I can't explain the smoking.

Perhaps others can provide more info.
