OK,engine is at proper temp now.As you know the hot coolant is allways flowing thur the heater core so those heater hoses should be hot/warm with one a little cooler(the return hose to engine).If they are warm i would have to say the mixing flap pivot is broken,not allowing the proper movement of the door.What year is the car-dash box or air bag on passenger side?
