well, my '91 9000 that I'm running in VT also,
has always behaved like that, although I'd say lukewarm
rather than coolish. It also depends on your fan speed.
If your car doesn't get up to 9 o'clock at all, then the
thermostat is probably stuck open (or worn). Personally,
I hang a piece of black woven plastic fabric (like they use around
construction sites for soil control) in front of the radiator
(condensor actually) to cut down the airflow during the winter.
It warms up much faster, and keeps the dirt/salt out.
