When you step on the brake two things happen: 1) you open the electrical switch that allows the cruise control to work, and 2) you open up the vacuum connection. At the very least the vacuum connection will cancel the cruise control from having any throttle control even if it is actually still on. If your AIC valve is having a problem then it can cause exactly what you described. I had a faulty valve on my previous '87, now a parts car, and it caused the engine to idle at around 3500 and to accellerate w/o touching the throttle. Rapping on it with a hammer, wrench, or some such tool cured the problem.
Cruise controls are designed to not be able to stay on when you don't want them to be and Saab does this by routing the vacuum through a valve attached to the brake pedal.
