With any substantial throttle input, even if the turbo is not producing boost, intake manifold pressure should be above what you see at idle. At idle, the throttle butterfly valve is closed, and a negative pressure is generated within the intake manifold. In normally aspirated engines, and piston airplanes are the best example of this because they have a calibrated manifold pressure gauge, manifold pressure is most negative at idle, and it increases to ambient air pressure as you open the throttle. You probably knew all this, as it sounds form your posts.
So I would agree there is a problem. It doesn't sound like a leak, as this would provide an additional source of air into the intake manifold and therefore raise your manifold pressure.
One possibility - throttle body icing. Do you still have your throttle body "heater" hooked up, the coolant hoses that circulate coolant through? Some people remove these to keep from heating up the intake air.
