There is an owner's manual on the Hungarian SAAB club (link below). I do not understand Hungarian, but there are useful pictures and diagrams. Maybe you can find someone who can translate?
Regarding the ACC here is a description of the buttons, starting from right top corner, going down: Defrost only, Defrost + legs (under dash and behind front seats), legs only, side vents + legs, vent only.
Next column from top: Electric rear window defrost + heated mirrors, passenger windows defogger, recirculate (no outside air), Fan - faster, Fan - slower. The OFF button turns the ACC off, none of the buttons work. ECON is manual operation the AC does not function in this mode. AUTO is completly automatic, the AC will work if needed, fan speed and vents will change as needed.
If the ACC does not function properly, check the connectors behind it and if needed spray with contact cleaner. Often the connector is partially engaged. The ACC just pulls out of the dash there are no screws or latches.
The button at the tip of the right lever is for the rear window wiper. One press should squirt some water and do a couple of wipes.
The front headlight washers frequently are the cause for blown fuses. Try to remove fuse #7 and see if it makes a difference.
