It depends on the state. But in general, the inspection is to make sure that the catalytic converter is installed. I don't believe states require a muffler, just require that the car be not too loud.
I don't know who handles inspctions in Vermont - if it is the state, or state-licensed inspection stations. You can always call and ask. For example, in Connecticut where I live, they check to see if the catalytic convertor is in place. There is no requirement for a muffler, just that the car isn't too loud.
