By warning light, I assume that you mean the Defroster indication (yellow). It's not as much a warning as information. That does not come on when the ignition comes on (self-test) normally, so nothing wrong there.
The relay provides power to the defog indicator in the dash, the rear defogger grid, and the mirror heaters. It is unlikely that all of those components have failed, or that all of their grounds fell off, so I have to assume you aren't getting the right voltages at the relay.
Unfortunately, I don't have my good manual with me, so I have to go by the so-so schematic that comes with the Mitchell disks. I'm never sure they're right.
According to the EPC, the relay is located in the relay panel, at the edge. It should be the same as the horn relay - I would try swapping them and see if that helps.
The input to the relay is fuse 18 for the defroster power, and fuse 13 to power the logic for the relay.
My guess would be a bad internal contact on the relay. That produces a large resistance, and the resulting voltage drop means no power to the heaters, and the light doesn't come on. Swapping relays should do it. Just check part numbers. If that's it, you can pop the relay open and clean the contacts. I would also spray the socket contacts and relay leads with some contact cleaner - there is a lot of current flowing there, so even a couple of ohms of resistance will be enough of a voltage drop so it won't work.
