The Audi/Volvo mech. reply about fuel preasure-low fuel preasure will cause a weak/lean mixture that under load it will cause stumbling,but not turn the plugs sooty-they will in fact whiten up because the lean mixture burns hotter.
That hybrid voltage looks fine,i need to hit my books on the pin #2 voltage voltage when the key is off question.The 1.1K ohm reading and not responding might be a problem.Will you describe which measurement points you use on the AMM when you turn the adjustment for the idle mixture strength control on the AMM.The adjuster is actually a potentiometer that modifies the current signal received by the ECU.
Now to answer your burn-off cycle question. Safety,Safety-anything red-hot in close proximity to gasoline is aafety hazard.Bosch has programed safequards into the system.One is if the last reported rpm before the ignition is turned off was less than 200 RPM,then the engine was not idling and it assumes the engine was stoped dead as in a accident. In which case it won't allow the burnoff cycle.An other is if the engine speed has not reached the rpm limitsince the last time the ignition wasshut off, it assumes that the driver just started the engine and shut it down,and the engine may be restarted again.The burn-off cycle is not allowed because you don't want something red-hot on a restart and have a backfire of fuel out of the intake on to a red-hot wire. Yes we will get the car on the road.Good Luck.
