I have (had) the exact same situation. I fixed it be removing the fuzzy panel (it cost me one of those plastic fasteners) and looking at the pin switches in front of the clutch and the brake pedals. On mine the brake CC swith was in good shape and making good connection. The switch on the clutch pedal was not contacting the clutch pedal arm but the switch worked. The switch was all the way extended out (toward the firewall) so this must have tripped the CC unit to not engage. I got a 17mm box end wrench and rotated (gently but with some force) the nut that holds the pedals toward the firewall until the switch contacted the clutch pedal. Voila! Everything worked! It is really nice to have this feature back.
