I'd ohm out the BPC again just to be safe. I hope you only touched 12v to each coil to confirm a click - you'll smoke the solenoid if you apply 12v to it for more than a second or three, it's designed to be pulsed.
Tough to say. I'd say from your description that the BPC is likely fine, and some input to the ECM is limiting boost. Hard to say what.
Also, what Dexter said about an adapation fault (P0170/171/172) would be a fuel related code and not at all related to a fault in the boost control system, although the fuel trim being off could definately affect driveability and boost, if such a problem existed.
Does it drive fine other than the low boost?
