You are saying that you tried 2 pressure switches and both had open circuits? That sounds to me like not enough refrigerant.
I am still not convinced you have an electrical problem.
First, if the pressure switch is open, there's not going to be any cooling. Before putting in all this effort hunting down what might be an electrical problem, it makes more sense to know that there's enough refrigerant in the system so that the pressure switch should be closed. You can either do that by checking pressures with the compressor running, or by evacuating and putting in 2.5 cans.
Even with adding refrigerant, you might have a leak or an obstruction. Without looking at pressures under operation, one can only guess what's going on in there.
I really doubt you have 2 bad pressure switches. You could do a search here to see how many bad ac pressure switches have been reported. I bet it will be precious few. I only asked about static pressure to see if the system is empty. Static pressure in the system is going to be somewhere around air temperature and will fluxuate with temperature more than with the quantity of refrigerant in the system (your reported 100 psi tells me it's hot out).
I am not sure that Pin 23 at the ACC is the correct pin on your car. I am pretty sure it changed with the different versions of the ACC.
If this is truly an electrical problem, don't rule out the FI ECU as a culprit. Do you have TCS? Could be something there. Others would know more about that than me.
When you replaced the pressure switch, Did you have to evacuate the system? If so, how many cans did you add? Do you have a gauge set? This maybe the time to invest in a set.
