The outside air temp reading on the EDU is from a sensor just below the airdam. In an idling car on a hot day, it can easly climb. That tells you how hot it is under the car, but has very little to do with the engine temp. Ignore it for this issue. If the engine temp gauge reads OK, then the engine temp is most probably OK. The radiator fan will cycle on and off. It may stay off for 2-3 minutes at a time. Maybe more.
