...the bolt head snapped off leaving the rest of the bolt still in the bracket and pump?
The bolt has to unscrew back through the pulley end, IIRC?
Try soaking the whole thing for a day in Kroil or Liquid Wrench, then jamming a couple nuts together on the threaded end of the bolt and try to screw it in far enough to get an inch or so of bolt sticking out the end you want to unscrew it from.
At that point I'd clean off the end of the bolt as best I could and plug in the MIG welder and see if I could weld a nut on the end of the bolt, but if you're not so equipped and if you've managed to actually get the bolt loose enough to turn, you might be able to work it the rest of the way out with vise-grips on the protruding bolt shank.
Take the nuts off the other end first, of course...
