Thanks again Kappy. Here are the answers to your questions.
Yes, he had the engine running at 1500 to 2000 rpm when reading the gauges.
Fan does come on and off with the engagement of the compressor clutch.
Outside air was high 70's
It's cooling great.
I know where the anti-frost switch is and will run jumper across wires to eliminate the switch to see if that helps.
I installed a new expansion valve when I changed to R-134, and the system worked fine for about 45 minutes. Then I shut down for lunch, but when I came out, I couldn't get any cooling. My tech put gauges on the system, and told me he thought it had a stuck expansion valve, so I've just installed another new one. (both of these new ones are the correct part for r-134 systems)
I asked the tech today if he thought there might be some sort of obstruction somewhere like the expansion valve, but he said the symptoms were not right for that.
Guessing from what you've said, I feel it's either the anti-frost switch, or low charge. Do you concur?
