I'd probably look hardest at the Mazda 3/protege/323 series. I've seen great bargains on these cars. For some reason they don't carry the prestige of the Toyota and Honda, or even Nissan for that matter.
My wife drove a 323 for 15 yrs or so untill I upgraded her to an Aero. It was an incredibly reliable car that got close to 40mpg on the road, was easy to work on, and does not ask much. The only major thing that broke on the car was an alternator, and I threw on a rebuilt for $50 or so. It did rust, though the later models are probably better at that. She changed the oil regularly, and the engine ran 180k or so. So did the tranny and original clutch.
In Ohio it is possible to pick up a good used10-12 yr old Protege with some miles for under $2k, maybe $1k with a motivated seller. Dealers don't give them much.
As with any used car, I'd have a trusted mechanic that knows the car look it over.
