If you're using a milli-amp capacity amp meter in series in the battery circuit to measure the current draw with everything turned off, you need to be careful, even though the draw is probably pretty low. What seems to happen is the initial draw is kind of a little surge - the radio's clock is being reset, other always-on stuff is getting going. After fraction of a second, the draw will drop. But, the intitial surge may take out your meter.
You could run a testlight or a plain wire in parallel when you first connect up the battery lead, then drop it to get the stable current level.
