Given the symptoms that you are describing, I would take a look at the ICV/IAC, perhaps try cleaning it out with some carb or brake cleaner. On my Audi, this was a problematic part, caused the same issues but the car would actually die at idle when it was very cold outside. The original VDO valve was replaced twice, I got an improved version made by Bosch that ended the issue. I have to think that the setup is similar on our SAABs.
