When the ECU does not get a signal from the speed transducer in the transmission, the ECU will only allow base boost.
The speed transducer is driven by two gears, one that goes in the transducer (cheap) and one in the transmission (very expensive).
It sounds to me that one of the ggears has a chipped tooth, which sometines
causes the transducer not to move. When you go in reverse, the gears
spin in the opposite direction and the gear-train re-engages.
The transducer is bolted into the top of the transmission with a single bolt (10 mm ???). It has a connector that would have had to be disconnected if the clutch was replaced. Maybe the connection is dirty.
The good news is. the pre-'96 9000's had a weak transducer gear. This gear
is an easy DYI to replace.
When my '97 had this problem, it was the gear in the transmission that was
the fault. Fix: rebuild transmission.
Good Luck,
jj
