The heater core is probably hot. It wouldn't hurt to check your coolant level, because the heater core is at the top of the system.
Of course, make sure that the vents around the blower box are clear of snow. With the heavy, wet snow we had with this storm, if the snow packs that area up, you wont' get any airflow. It doesn't matter how hot the heater core is if the air can't flow over it and into the cabin.
If you set the temp to HI and get no heat, the problem is with the air mixer flap system. The heater core is always hot, and there is a flap that mixes cold outside air with warm air drawn over the heater core (assuming the intake vents are open.) That flap is moved by an ACC servo in the dash that actuates the flap via a stiff wire. It isn't uncommon for that to fail. There is a plastic arm on the flap. The wire can come off the arm, or the arm can break. If the arm breaks, the flap goes to heat in the summer, and cold in the winter. Or it seems to always fail that way.
To check, open the hood, and remove the horizontal plastic cover at the base of the windshield on the passenger side. Look at the side of the blower motor box. You'll see a shaft coming out with an arm, and a stiff wire that goes back through the firewall. The wire should move if you shift the ACC from HI to LO.
If the arm is broken, Saab does sell a repair kit for about $7 that allows you to put a splint on the arm. This assumes the arm has broken near the tip. It can be replaced very easily - no dissasembly required other than that panel.
I'd check the airways and pull that panel to see what's up.
