The fan sucks in dust and dirt, so they tend to gunk up. If you pop it out, you can remove the front cover. Inside you'll find the sensor element, which looks like a little diode, and behind it, the fan. Remove the big clump of dust from the sensor element. For the fan, I would blow it out with compressed air. You can lubricate the fan. I would use a silicone or teflon-based lubricant, the kind with a carrier that evaporates. I wouldn't use graphite, as that is a conductor and can screw things up. I also wouldn't use an oil based lubricant, like WD-40 - it stays wet, and will trap dust.
Yes, you need the sensor. Without it, the ACC doesn't know what the temperature of the cabin is, so it has no way to set the temperature.
Cleaning it shoul quiet it down.
