The BPC transistors fail when a coil in the BPC valve shorts, causing excessive current through a transistor, shorting it, then finally blowing fuse 5. The fuse is slower to respond to a short than the transistor. A shorted transistor will have a resistance of something less than 1 M Ohm, when measured with the key off, between the BPC harness outer contacts and ground. Usually only one transistor will be shorted.
Blowing through the valve indicates the internal passages are clear and the valve disc moves. When the valve cannot be blowen through, try 20 PSI compressed air, the last 2 valves I recieved had stuck discs out of the box and took compressed air to free them. One failed coil with .8 Ohm, has potting in an air passages. Apparently the coil got hot enough to melt the potting and allowed it to flow into the passage.
