The voltage regulator is bolted on the back of the alternator - it's the diamond shaped device, held on with two bolts. If you put in a new alternator, it came with a VR.
The thin green wire goes to the field coil connection by the VR. That wire comes from the ALT light on the dash. current through that bulb is critical to making the alternator work. Here are my guesses:
1. You connected the green wire to the body of the alternator (ground), not the field coil terminal. Two things will happen - the light will always be on, and second, the VR will never get the current from that wire, so the alternator won't produce voltage. You ran on the battery, not recharging, until you ran the battery dry.
2. You connected the green wire to the alternator field coil terminal properly, but accidently grounded the wire somewhere. Bascially, the same effect as #1.
3. You spliced everything right, connected it up right, but got a defective alternator and/or VR. It does happen.
One question - if you put in a new alternator and battery, it suggest to me that something was WRONG before the replacement. What lead you to the expensive task of replacing the alternator and battery? Is it possible that the same problem exists? What were the symptoms that caused you to replace the parts?
About the only way a splice can go wrong is if it shorts to ground. The green wire attaches to the bulb in the dash; the other side of the bulb is connected to the battery through the ignition key. A poor connection wouldn't result in a battery light - maybe a very dim one.
