Open it up and re-solder the posts along the base -- usually heating them with a soldering iron just enough to "re-flow" the solder will do the trick.
Micro-cracking of the joints results in wierd, erratic symtoms: high beams won't engage/or stay stuck on, low beams [singly or both] don't come on with the switch, low beams come on after a 'tap'.
Lot's of history on this if you search the archives. A magnifying glass makes it easier to see the solder 'flow', as well as nice bright light.
Have re-soldered my red relays three or four times apiece over the years. Still working fine -- might last six months, might last two years before it's time to do it again.
Seems to be a function of the heat and vibration under the hood, vs the interior relay position used prior to the airbag installation on the pax side, 'cause I never had to do this with the '86 or 87 9kT's I had for at least 100,000 mi each.
