I get the same behavior as you described with the headlight wipers: they come on whenever the wiper stalk is pulled forward ot wash the windshield. It seems to me that you have a hose blocked or one of the check valves is plugged up. I noticed too that when I tested the system with the hood up that I got real good spray pressure on the windshield. When the hood was closed the squirters just "lobbed" the water instead of short it out. Well, in my case when I closed the hood the t-valve on the driver side was arranged in such a position that when I closed the hood it would kink the hose. Since this annoyed me I just got a longer piece of tubing form an older wreck, cleaned it out, and jammed it on and that seemed to work. So keep that in mind when you repair it to make sure that your hoses aren't kinking when the hood is closed.
