non-sticking. Try compress air first, I would think air in a can would work well. I would avoid using high pressure from a big compressor.

After cutting open one BPC, I am hesitant to recommend any kind of oil inside that thing. I would imagine any type of oil would increase adhesion of the disk to the electromagnet poles and make the disk less responsive to modulation from the ECU.

With a cold engine, check the actuator rod isn't loose and is firmly connected to the actuator. You can move the rod and it should be spring loaded. The actuator and rod are separate from the turbo with the rod attached to the wastegate lever on the other end. You can see it clearer if you crawl underneath the car, the actuator looks like a dash pot about 1.5" in diameter with vacuum line attached to it.

As you said, I don't think it's the actuator or wastegate as you get boost most of the time. If you pull off the "W" (?? I can't remember) vacuum line from the BPC, you get wild boost and get fuel cutoff at overboost (you can check this if you want, just be sure you're on a lightly travelled road).
