HELP! - Starting - Electrical Problem

I have a strange, sporadic starting problem. Sometimes when I try to start, nothing happens or the engine turns over but doesn't start (like no fuel or spark). The dash gauges are all dark or sometimes dim with the volt meter showing low voltage (around 6-8v). Sometimes it starts, but the volt meter shows it cranking 6-8v.

When it happens and I'm still turning the ignition key, if I turn the headlights on... it starts and everything is back to normal. Sometimes I turn the key halfway until the dashlights come on, then start the car and I have the problem less often.

I replaced the battery
Cleaned all the battery connections
Replaced the Main Relay

Suggestion?
