The boost needle should go to the end of the yellow/beginning of red under full boost. If it is only going to mid-yellow, you're stuck at Base boost.
There is a LOT of information on Base boost, as this is a common issue. That's the good news. The bad news is that there are a lot of possible causes for getting stuck in base boost.
Before swapping out parts, start with the easy stuff-
1. Full tune-up. The right NGKs gapped properly. Fresh fuel and air filters. No vacuum leaks, etc.
2. Good gas. Base boost is a way to prevent knock, and knock can be caused by low octane fuel. At a minimum, fill the tank with a load of the highest octane fuel you can find. See if that helps.
3. Do an adaptation run. This is best done with that tank of high octane fuel. The engine learns (adapts) to conditions, and it may have been laboring under low octane fuel.
4. If that doesn't help, look into the other base boost issues.
