Hi Mark
The heater matrix forms part of the engine coolant bypass circuit so coolant is always flowing thru it. The bypass circuit insures uniform warm-up of engine without coolant thru radiator & warms your feet. The thermostats regulates this with the second smaller disk blocking/metering the orifice to the heater matrix.
There is a pair of flaps in the heater that duct the air flow thru it or not. The control lever for this can be seen in the false bulkhead (aquarium). It is moved by a metal cable from an actuator I have not needed to or wish to find but I guess it is in the interior under dash.
It's operation can be observed when someone changes temp from Hi to Lo etc.
The cable has an eyelet loop with fits over a spigot on the crap plastic control lever & retained by a b%$#*&d clip, the spigot breaks easily but the clip never comes off when you want only when it decides to..
It may be the cause...next is the actuator itself..
