OK, let's start with the fact that the O2 sensor has absolutely nothing to do with starting. The O2 sensor signal isn't used by the fuel control until the sensor gets up to temperature, which takes a couple of minutes.
Second, the O2 sensor has limited authority for controlling fuel flow. The O2 sensor is used as a 'fine tuning' on the fuel delivery. Under acceleration, the O2 signal isn't used.
There can be a lot of reasons why the engine would run so poorly. Things that come to mind are:
Bad fuel filter installation (did they put it in the right way?), kinked hose, etc., that reduces fuel flow. Do the spark plugs look like lean running?
A hose was knocked off, causing a major vacuum leak. Visually inspect all hoses. Make sure the hose from the intake to the MAP sensor (mounted high on the firewall) is OK.
Let me get this straight - the mechanic installed the O2 sensor and then says the car doesn't work right because of the sensor he installed? Huh?
But the big point is that the car will run just fine with the O2 sensor disconnected. It has nothing to do with starting, and minimal effect on running.
