I took the serpentine belt off and cleaned the spark plugs, installed a new battery and used a portable battery jumper to give it a bit more ooompph and urica it started on the 1st try, it was getting dark so didn't do anything else, what could possibly be causing the belt not turn clockwise as I was able to turn it counter clockwise, alternator?, water pump or power steering pump, as always thanks in advance for the help.

My car was sitting idle for a year in a covered storage unit in northeast, since was not expecting to stay oversea for the whole year, DID NOT take the battery out, needless to say the battery was dead when I tried to start it recently, 1st few tries(with a fairly recent battery as a replacement) the engine would hardly crank and then rapid clicking from the starter area with the no sign that the car was even making an attempt to start, took the starter out and had it tested at 3 different AutoZone it engaged all 3 times and would spin but it failed the 1st 2 times and I oiled and cleaned the treads before I took it for the 3rd try at yet again a different AutoZone and this time it passed, now I have put the starter back and tried to rotate the crankshaft pulley to see if the engine was binding, with car in neutral was able to turn the pulley counterclockwise for a few turns but it does not budge when I try to rotate clockwise and the belt seems to make an overstretching noise but hardly any movement in a clockwise motion , any ideas or suggestions are welcome.
