I'm sure you know that the startup voltage will remain on the EDU until after the car has been driven a short distance. If you're saying then that it remains at 12V even while driving, it could be a couple things. First, I would check the ground wires, starting with the very large main ground wires that go to the engine block and to the body behind the battery. Also check the little ground wires that terminate behind the battery, clean terminals as necessary. If all those look good, then my guess would be a failing alternator. On my '87, a voltage regulator fixed it right up and the alternator itself never needed replacing. However, yours might not be so fortunate.
