Hmm. My experiences with the tires you list has been very different.
The S-03 is a decent tire, good grip, not as crisp as the S-02 it replaced. Don't expect exceptional life. The set on my SHO (235/45-17) has stood up well to all kinds of street and track use, but I had two S-03s on my M5 (one rear 275/35-18 and one front 245/40-18) develop serious cases of belt separation, resulting in an obviously deformed tire and some weird road behavior, so I'm not buying any more of 'em.
The Goodyear GS-D3 (which I assume is the "Eagle F1" you're referring to) is my current favorite street tire. It's got good grip, excellent civility, and I'm quite happy with the turn-in behavior. I've heard grumbling about soft sidewalls but that I think depends on how much support it's got from the wheel it's on. My '92 9000T has 225/50-16s on 16x7.5 wheels and it's a very happy combination. I think I'm moving my M5 over from Pilot Sports to the GS-D3s when I get the 9.5in wheels for the front so I can run 275/35-18s all around.
I tend to stay away from cheap tires as, in my experience, the ones that ride well don't grip well and vice versa, though there might be something out there that would surprise me I haven't seen it yet.
