Heater cores don't usually fail suddenly. Fogging up can be a lot of things other than the heater core. If it's the heater core, not only will you get fogging on the inside of the window, but you'll get the sticky-sweet smell of hot coolant, and if you wipe off the inside of the window, it will leave a greasy residue. If it doesn't smell like hot coolant, it could be simply some moisture (water) in the vent system getting blown onto a cold windshield.
And a rough start isn't just a head gasket. What other signs would tell you it's the head gasket? That would be coolant consumption, signs of coolant in the oil, and/or white exhaust. Given that it is getting cooler (in some places in the country), white exhaust on a cool morning with a cold engine is normal. White exhaust once all is warmed up would be a sign of a bad head gasket.
Rough starting could be as simple as old spark plugs, vacuum leaks, etc. Don't panic yet - plenty of time for that.
